    Bill Mann

    CO-FOUNDER & MANAGING PARTNER

    Bill Mann is the Co-Founder and Managing Partner of HarmoniQ Insights, a micro VC fund investing at the intersection of data, finance, and technology. A CPA and CFA, Bill has built his career on bridging fundamental investing with quantitative research, holding leadership roles at Bloomberg, AQR, and Two Sigma.

    At Two Sigma, he spent nearly a decade leading initiatives to scale alpha modeling and integrate ML and AI into the firm’s research workflows. Known for his ability to translate domain expertise into quantitative systems, Bill developed collaborative research processes that aligned PMs, data scientists, and engineers around shared models of risk and return.

    His shift from fundamental to quantitative investing began during the 2008 financial crisis at AIG, where he saw the cost of emotional bias in portfolio construction. Since then, Bill has helped institutional teams adopt data-driven decision-making with precision and discipline.

    Outside of HarmoniQ, Bill is a mentor to early-career quants and a dedicated tennis player who enjoys spending time at the beach with his family. Bill is the 2025 reigning doubles champion at his club.

    Debby Goan

    CO-FOUNDER & STRATEGIC PARTNER

    Debby Goan is the Co-Founder and Strategic Partner of HarmoniQ Insights. A former trader and product executive, she has built and scaled new business lines within top hedge funds and fintech firms, launching products now used by major data providers and institutional allocators.

    At Two Sigma, Debby co-founded the firm’s Insurance division and Attune Insurance, commercializing its private equity investment in under two years. She also founded and led the firm’s proprietary data arm in engineering, where she spearheaded the first production deployment of LLM-driven datasets for trading—reshaping how modeling teams leverage unstructured data.

    Debby specializes in business turnarounds, product innovation, and organizational development. One of the few women traders on the American Stock Exchange during the financial crisis, she brings a rare combination of market intuition and operational rigor .

    Beyond fintech, Debby is an active investor in data-driven DTC businesses and is an award-winning artist. She currently serves on the board of the Art Students League and the American Fine Art Society.
